T Pattern sleeve. Also known as a Top Hat Washer or Grommit, these combined rubber spacer and sleeves are designed to sit behind the mirror to cushion it from the wall with the sleeve running through the mirror to protect from the screw. Black rubber, 6mm long (sleeve part) x 14mm diam (washer part) x 4mm hole.
